This document provides a comprehensive approach to how innovative and inclusive pedagogies can be integrated into vocational education and training (VET) systems. A methodology is proposed for assessing the specific learning and training needs of learners at risk, as well as a methodology for selecting innovative and inclusive pedagogies.

A well-founded theoretical and applied report on governance is presented, providing a clear methodology for selecting and evaluating practices in this area.
