In a context dominated by polarization, social and political tensions, radicalization, understanding the civic competences of young people is a fundamental step for strengthening our democracy. This national report presents and discusses the results of the International Civic and Citizenship Education Study 2022 (ICCS 2022). The study assesses the civic competences of eighth-grade youth and investigates the factors that contribute to their development (community, family, school, individual characteristics).
National analyses show that Romanian students are optimistic about their future civic participation, especially in elections and volunteering. However, half of them have significant difficulties understanding and applying civic concepts, and a significant part of them have very low trust in public institutions and politicians. In the mirror, teachers give low importance to civic education in relation to understanding the organization and functioning of the state. Last but not least, ICCS 2022 shows us that democratic participation practices at school level have penetrated the culture of schools in Romania, but not enough to contribute significantly to the formation of civic competences.
The results of the study indicate the need and urgency to improve civic education in Romania. Improving the status of the Social Education discipline, continuing civic education in high school, specialized training of teachers who teach Social Education, supporting teachers who organize study visits and other educational activities in collaboration with the city hall/county council/other local authorities, encouraging a democratic and inclusive organizational culture at school level, critical approach and preparation for digital transformation and AI are just some of the public policy and educational practice measures considered necessary by the authors, taking into account the results of the ICCS 2022.
